Trace the hidden connections

Every possible link adds, subtracts, or does nothing. Each node sums incoming signals and clips to 0–4. N1 and N2 are input knobs; other nodes have zero bias. A clamp fixes a node output before downstream evaluation.

Bring the network into balance

Reach all five outputs 3 / 2 / 1 / 3 / 4 in at most 7 moves. Every step must keep the total at 13 or below. This control phase has no clamps.
